Locke historian James Motlow testified on the importance of the Chinese-American town of Locke as a living museum. Motlow also testified that traffic impacts from WaterFix construction would destroy Locke.

The Joint Powers Agreement for construction of the WaterFix project was published on May 1, 2018. The JPA agreement attempts to indemnify the member agencies and the JPA officers, agents, and employees from liability for any activities conducted under the agreement. The agreement allows the JPA to purchase insurance for the WaterFix project construction, but does not require it to do so.

The WaterFix tunnels go through natural gas fields in the Delta. DWR and MWD have not followed independent reviewer recommendations on gas wells.

On March 14, 15, and 16, 2018, Delta parties presented testimony on the inadequacy of the preliminary engineering for the Delta tunnels, and the resulting risks to the project, and to people and property in the Delta.
